4.0 INFRASTRUCTURE
        4.1 Transport
The only means of transportation is by land, provided by buses, jeepneys and tricycles. The total road network is 250.807 km.
The City has a total length 446.06 l.m. of bridges as follows; 437.50 l.m. are concrete and 28.56 l.m. are timber. These bridges are in good passable condition to carry burden of traffic every time.
        4.2 Power
As of year 2001 all Barangay have already been electrified by NEECO 1. It serves 95.31% of the total household. This electric utility is aiming for the energization of all potential users.
        4.3 Communication
One postal station serving the mailing needs of the City. This station is being manned by one postmaster, personnel and postman. The telecommunication service in the City is being rendered by mostly private sectors such as PLDT, Smart, LBC, Globe Telecom, Sun Cellular & Digitel.
        4.4 Irrigation & Flood Control
The total irrigated area of Gapan is 7,102 hectares which is being served by NIA through PeƱaranda irrigation service system.
Flood control structures and facilities characterized by earth dikes which are normally built along rivers adjacent to low lying areas. Some section along the earth dikes are armored with revetments especially along areas prone to erosion.
There are existing drainage canal in the poblacion along Jacinto Street to Tinio Street and Magno Street but of limited capacity to dispose flood waters.
The City government is currently constructing additional drainage canal on Tinio Street, Hernandez Street, V. Liwag Street, Bonifacio Street and some street in Barangay San Vicente.
        4.5 Water supply and facilities
Majority of industrial, commercial and domestic water uses in the urban area and nearby Barangay are being served by LWUA-Gapan Water District. It aims to expand its services to all Barangay in the near future. All Barangay have deep wells and shallow wells which were installed either by government or private individuals.
